Stop on Red, Yield on Flashing Red After Stop

Stop on a steady red; on a flashing red, stop first then yield to pedestrians before proceeding.

Used with HAWK and other pedestrian hybrid beacons that progress from steady red to flashing red. Drivers must come to a complete stop at the steady red; once the indication changes to flashing red, they may proceed only after stopping and yielding to any pedestrians still in the crosswalk.
