The PARKING section splits its position rule in two: curbed streets get the 12-inch limit, and roads without a curb call for pulling as far off the roadway as possible. B carries over the pedestrian rule about walking against traffic and applies it to a parked vehicle, which the manual does not do.
The traps in the wrong answers
A. Leave two wheels on the pavement for visibility.
The manual gives no allowance for keeping wheels on the pavement when a curb is absent; the instruction is to pull off the roadway. This answer borrows the highway shoulder habit of leaving tires on the paved edge and applies it to a rural pull-off.
B. Park facing oncoming traffic so drivers can see you.
Parked vehicles must face the direction traffic moves, and the position rule still requires pulling off the road. This answer copies the pedestrian rule about walking against traffic and applies it to a parked vehicle.
D. Stay no more than 12 inches from the pavement edge.
The 12-inch limit only applies where a curb exists to measure from. This answer pulls the 12-inch curb-distance figure from the sentence right before the no-curb rule and applies it where no curb is present.
