Hand signals must be given from the left side of the vehicle, where drivers behind and beside you can see the arm clearly. The manual's note that a bicyclist may extend the right arm horizontally to signal a right turn is what tempts drivers to reach across to the passenger window, but that horizontal-out-the-right allowance is bicycle-only and does not carry over to motor vehicles.
The traps in the wrong answers
A. From either side, whichever is easier
The signaling side is set by law, not chosen for comfort. This answer treats a fixed statutory requirement as a personal preference, as if the rule only cared that the arm went out somewhere visible.
B. Only through the rear window
No rear-window signaling method appears in the manual. This answer confuses the habit of checking mirrors for traffic behind you with the direction the signal itself must project.
D. Extended horizontally out the passenger window
The manual's horizontal-arm method is a bicyclist-only allowance for signaling a right turn from a bicycle, not a driver's option in a car. This answer carries the bicyclist right-arm-horizontal exception across to motor vehicles because both maneuvers signal a turn.
