The 8-to-under-18 seat-belt requirement applies whether the driver is a teen or an adult; the driver's age does not switch the rule on. This answer confuses this rule with the separate mandate capping an under-18 driver's passenger count at the number of seat belts in the vehicle.

A 12-year-old is past the age-8 booster cutoff and must always ride in a regular seat belt in every seat; there is no child-seat alternative left to weigh. This answer blurs the tiered under-4, 4-to-under-8, and 8-to-under-18 restraint schedule into a single either-child-seat-or-belt choice.
