The Why

The answer is "All drivers and front seat passengers."

The first bullet of Section 4581 sets the front-seat rule: all drivers and every front-seat passenger of vehicles, light trucks, and motor homes must wear a seat belt. The rest of the section adds coverage for passengers ages 8 through 17 in any seat and a passenger-count cap for drivers under 18. The age-18 wording from those later passages is what answer D grafts onto every occupant, dropping the general front-seat mandate the first bullet actually sets.

Why the others miss

The traps in the wrong answers

A. Only the driver and any child under age 8.

Blends the driver rule with the child-restraint tiers and drops the adult front-seat passengers entirely. This answer comes from remembering the under-8 booster-seat cutoff and treating it as the whole belt rule.

C. Only the driver of the vehicle.

Leaves out the front-seat passengers named alongside the driver in the same bullet of the law. This answer comes from thinking of buckling up as the driver's personal responsibility rather than a shared front-seat requirement.

D. Only occupants younger than 18 years of age.

Confuses the general front-seat mandate with the separate rule for passengers ages 8 through 17 in any seat. This answer latches onto the age-18 wording that appears elsewhere in the section and applies it to every occupant.
