The rest of the section adds coverage for passengers ages 8 through 17 in any seat and a passenger-count cap for drivers under 18. The age-18 wording from those later passages is what answer D grafts onto every occupant, dropping the general front-seat mandate the first bullet actually sets.
The traps in the wrong answers

Blends the driver rule with the child-restraint tiers and drops the adult front-seat passengers entirely. This answer comes from remembering the under-8 booster-seat cutoff and treating it as the whole belt rule.

Leaves out the front-seat passengers named alongside the driver in the same bullet of the law. This answer comes from thinking of buckling up as the driver's personal responsibility rather than a shared front-seat requirement.

Confuses the general front-seat mandate with the separate rule for passengers ages 8 through 17 in any seat. This answer latches onto the age-18 wording that appears elsewhere in the section and applies it to every occupant.
