Stay stopped until the light changes to flashing yellow and the arm rises. The device is not a yield sign, a four-way stop, or a school zone signal, so do not borrow rules from those situations.

20 mph is the school speed zone limit; it is not the response to a stop arm. Misreading: Confuses the work-zone automated-flagger stop signal with the 20 mph school speed zone limit.

Red plus lowered arm means stop, not yield. Misreading: Treats the red light and lowered stop arm as a yield sign rather than a full stop.

D. Treat it as a four-way stop

A four-way stop rule only applies at four-way stop intersections. Misreading: Imports the four-way stop right-of-way rule into a work-zone flagger situation where it does not apply.
