The answer is "At all times the sign is in place"

The posted work zone speed limit applies at all times, even when workers are not visible. The most common mistake is to treat the lower limit as conditional on seeing workers; that is not the rule. The reduced limit stays in force until you see an End Work Zone Speed Limit sign or another posted speed limit sign, regardless of who is on the ground.

C. Only from 7 a.m. to 5 p.m. each day

The 7 a.m. to 5 p.m. window comes from the school-hours speed sign rule, not the work zone rule. Misreading: Borrows the 7 a.m. to 5 p.m. window from the School Hours Speed Limit sign rule on p.49 and misapplies it to work zones, which carry no time-of-day limit.

D. Only when equipment is operating

The limit is tied to the posted sign, not to whether construction machinery is currently running. Misreading: Adds an 'equipment running' condition the manual does not include; the work zone speed applies whenever the sign is posted, not only when machinery is active.
