Fifty feet is the railroad-crossing rule from a separate list on the same page. The railroad figure printed nearby overrides the stop-sign figure in memory.

Fifteen feet is the fire-hydrant clearance from the same list. The smaller adjacent figure in the same paragraph gets picked first.
C. 20 feet
Twenty feet is the crosswalk-at-intersection rule, not the stop-sign approach. Two similar-shaped rules stacked together in the section get merged.
