Matching pace holds you inside the blind spot the rule is meant to move you out of. This answer reads a courteous match of speed as the safe move, an instinct from single-lane driving that puts you in the danger zone here.
D. Sound your horn if you must stay beside them
Sounding the horn does not replace the two moves the manual names for a blind spot: pass through it, or slow so you are not in it. This answer reads the passing chapter's 'tap your horn when necessary' tip as license to stay beside the other driver instead of clearing the blind spot.
