B is the left-turn exception read as the standing rule: the clause that allows a slow driver into the left lane holds only while that driver is actually setting up the turn, and carrying it over as a general instruction leaves them sitting in the lane that overtaking traffic needs.
The traps in the wrong answers

Slower drivers must use the right lane, not the left. Passing on the right is generally discouraged. This answer reverses the rule by sending slower traffic to the left lane; the manual directs slower drivers to the right lane or right edge of the road.
C. Stay in the center lane to give faster traffic options on either side.
The rule is to keep right, not to occupy a center lane. This answer invents a center-lane option the Slow Drivers rule does not allow; the manual specifies the right lane or the right curb/edge of the road.
D. Drive at the posted limit even if you feel uncomfortable.
The basic rule allows (and may require) you to drive below the posted limit when conditions demand it. The lane-use rule still applies. This answer confuses the lane-use rule with a speed mandate; the manual's basic rule requires a speed reasonable for conditions, which can be below the posted limit.
