North Carolina Graduated Driver Licensing (GDL)
Stage-by-stage licensing rules for new drivers: minimum ages, holding periods, supervised hours, curfews, and passenger restrictions.
- Gdl Permit Min Age
-
A North Carolina Level One Limited Learner Permit can be issued at 15, and the applicant must be under 18 and a North Carolina resident. Before the permit test you must present a certificate showing you completed an approved driver education course of at least 30 hours of classroom instruction and 6 hours behind the wheel, then pass the written, signs, and vision tests.

- Gdl Permit Holding Period Months
-
A Level One Limited Learner Permit must be held for nine months before you can apply for a Limited Provisional License. For the first six of those months you may drive only between 5 a.m. and 9 p.m. with your supervising driver; from six months on you may drive at any hour as long as the supervising driver is with you. Any conviction for a moving violation, a seat belt infraction, or a cell phone infraction in the preceding six months blocks the move to Level Two.

- Gdl Permit Supervised Hours
-
North Carolina requires 60 hours of supervised driving on the Level One permit, logged on the Driving Log the state issues with the permit. At least 10 of those hours must be at night. Your supervising driver signs the log, and it is submitted to the Division when you apply for the Limited Provisional License.
- Gdl Permit Night Hours
-
At least 10 of the 60 required supervised hours must be night driving. North Carolina defines the split by daylight rather than by the clock: daytime driving is from sunrise to sunset and for as long as daylight lasts, and night driving is after sunset, within the hours when daylight does not exist.

- Gdl Intermediate Min Age
-
The Level Two Limited Provisional License, North Carolina's intermediate stage, starts at 16 and is issued to drivers under 18. It is the first credential that lets a teenager drive alone, within a night curfew and a passenger limit, and it must be held at least six months before the Full Provisional License.

- Gdl Intermediate Curfew Start
-
Unsupervised driving on a Level Two Limited Provisional License ends at 9 p.m. in North Carolina. Two exceptions run past the curfew: driving directly to or from work, and driving directly to or from a volunteer fire, rescue, or emergency medical service of which you are a member. With the supervising driver seated beside you, there is no hour limit.

- Gdl Intermediate Curfew End
-
The Level Two curfew lifts at 5 a.m., when unsupervised driving is allowed again. The same two exceptions cover the hours in between: a direct commute to or from work, and travel to or from volunteer fire, rescue, or emergency medical service duty.

- Gdl Intermediate Passenger Restriction
-
Driving unsupervised on a Level Two Limited Provisional License, you may carry at most one passenger under 21 who is not a member of your household. A second under-21 non-household passenger is allowed only when that passenger is a student being driven directly to or from school. There is no under-21 limit at all when every passenger is a member of your own household, but the two groups cannot mix: under-21 household members may not ride at the same time as an under-21 non-household passenger. Every passenger must be in a seat belt or an appropriate child safety seat.
- Gdl Full License Min Age
-
A Level Three Full Provisional License, which lifts the curfew, supervision, and passenger limits, can be reached at 16 years and 6 months in North Carolina. The arithmetic is set by the stages: Level Two begins at 16 and must be held at least six months first, with no moving violation, seat belt, or cell phone conviction in the preceding six months. At 18 an eligible driver converts to a regular Class C license, and both upgrades can be done online.

- Min Age Permit
-
The youngest age for any North Carolina driving credential is 15, the Level One Limited Learner Permit. Driver education comes first: the state requires the course certificate before you may even sit the permit test. Adults 18 and older apply for a regular learner permit instead, with no driver education prerequisite.
- Min Age License
-
The earliest age for a North Carolina license you can drive on alone is 16, the Level Two Limited Provisional License, which comes with a 9 p.m. to 5 a.m. curfew and a one-passenger limit. Those restrictions come off at the Level Three Full Provisional License, reachable at 16 years and 6 months, and a driver who turns 18 converts to an unrestricted regular Class C license.
