Driver's License Test Prep
Illinois Practice Graduated Licensing

An Illinois driver is in the first 12 months of the Initial Licensing Phase and has not yet turned 18. Apart from siblings, stepsiblings, children, and stepchildren, how many passengers under age 20 may they carry?

  1. A.
Up to three passengers under age 20.
  2. B.
As many as there are seat belts in back.
  3. C.
One passenger under age 20. Correct
  4. D.
None; no passengers under age 20 allowed.
The Why

The answer is "One passenger under age 20."

Illinois caps you at one passenger under age 20 during the first 12 months of the Initial Licensing Phase, and your siblings, stepsiblings, children, and stepchildren don't count toward that limit. Choice D is the trap if you've moved from a state whose GDL bans all young passengers outright in its first stage; that stricter rule gets carried over and applied to Illinois, which allows one from day one.

Why the others miss

The traps in the wrong answers

A. Up to three passengers under age 20.

The Illinois cap during the first 12 months is one under-20 passenger, not three. Applies a three-passenger cap from another state's intermediate license step to Illinois' Initial Licensing Phase.

B. As many as there are seat belts in back.

The seat-belts-in-back allowance kicks in only after the first 12 months or at age 18, not during them. Reads the two-line Initial Licensing Phase paragraph as one continuous rule that applies from day one, missing that the back-seat belt count only takes effect after the first 12 months.

D. None; no passengers under age 20 allowed.

One under-20 passenger is allowed from day one of the Initial Licensing Phase, so a flat ban overstates the Illinois rule. Carries over the total-ban first stage some other state GDLs use, where no under-20 passengers are permitted at all until the driver hits a milestone.
