The answer is "5 MPH"

The Move Over Law's two-lane rule ordinarily requires slowing to 20 MPH below the posted limit, but when the posted limit is already 20 MPH or less, the required pass-by speed drops to 5 MPH. Option C (20 MPH) is what a driver picks by carrying the general 20-below subtraction over to a 20 MPH limit and stopping at the posted number, without noticing the floor the manual carves out for exactly the case where the math would otherwise leave nothing.

Why the others miss

The traps in the wrong answers

A. 10 MPH

Doubles the actual floor speed; the manual pins it precisely at 5 MPH when the limit is 20 MPH or less. This answer rounds the 5 MPH floor up to a friendlier crawl number that feels easier to hold on a speedometer than the exact figure the manual prints.

B. 15 MPH

Sits between the posted limit and a full stop, but the manual sets a specific 5 MPH figure rather than any midpoint. This answer splits the difference between the posted 20 MPH and a hard stop as a common-sense guess instead of looking up the exact floor the manual assigns.

C. 20 MPH

Keeps the posted limit as the pass-by speed; the Move Over Law still requires a reduction, and on a two-lane road posted at 20 MPH that reduction is to 5 MPH. This answer applies the general 20-below rule to a 20 MPH limit, lands on zero, and defaults back to the posted number rather than reading the 5 MPH carve-out for low-limit roads.
