This answer extends the single-line 'cross for a hazard' exception onto the doubled version, on the intuition that an extra stripe strengthens the same rule rather than replacing it with a stricter one.
D. Cross freely; the doubled line is only a warning.
The doubled line strengthens the restriction; it is not advisory. This answer reads the paint as an advisory the way warning signs are, missing that white lane lines are enforceable.
