B. Any time the right shoulder is paved and wide enough to fit your vehicle safely
The shoulder is not a travel lane and the manual never authorizes passing on it. This answer treats a paved shoulder as an extra lane, a shortcut some drivers use on rural two-lane roads without the manual's backing.
D. Only when the vehicle ahead has signaled and begun a right-hand turn at an intersection
The manual's exception is a left turn, not a right turn; a right-turning vehicle blocks the right side you would use. This answer swaps the direction of the manual's turning-vehicle exception, an easy flip for a driver reciting the rule from memory.
